模拟联合国-模拟联合国英文DR叙利亚人权保护DRAFTRESOLUTIONUnitedNationsHumanRightsCouncilTopic:Children’shumanrightsinSyriaSponsors:The,FRANCE,RUSSIANFEDERATION,THEUK,THE,MEXICO,PHILIPPINES,UAESignatories:Pakistan,Germany,Namibia,Kenya,SaudiArabia,VietNam,RepublicofKorea,Argentina,Czech,Cuba,India,IrelandUnitedNationsHumanRightsCouncilciviliansandchildren;’ssecurity.government;’s’securityandeducation;SyriaandInsurgency;PARTI:THEPROTOCOLTOPROTECTCHILDREN:1.Formulatefollowingtermstoprotectchildren’srights:(a)Childrenshouldnotusedaschildrensoldiers.somechildreninSyriaareusedassoldierwithoutknowingtheterriblesurroundings.Theyalsowereundersexualviolence;thesoldiersinthegovernmenttorturedchildren.(b)Childrenneedrightstodefendthemselves.(c)Childrenhavetherightstogotoschoolandtobeeducated.PARTII:THEGUARANTEEOFEDUCATION:1.Setsupanindependenttemporaryorganizationtomanagetheeducationdepartment;2.SuggeststheUnitedNationstosetuptemporaryschoolthatsurroundedtheSyriaforSyrianchildrenwhohadgotinvolvedinthewar;3.DemandsallUnitedNations’memberstosendcertainpercentageofteachersandvolunteerstosupporttheschool;4.Providesbasicfacilitiestoguarantee,especiallychildren,thequalityofacademicteaching;5.Refresheschildren’sconceptionofwars;6.Buildsupanadequateperspectiveofwarsaswell;7.RequiresallUnitedNations’membersprovidecertainpercentageofsoldierstoprotectthesecurityoftheschoolthatestablishedbyUnitedNations;PARTIII:THESET-UPOFSECURITYCOUNCILARMYANDITSACTIONS:1.CallsontheUNSCtopermittheforcestoprotectthesecurityofnon-conflictszone;2.Recommendstheforcestoequiphighlypromotedarmorandweaponsinordertokeep:(a)Thesecurityoftherefugeecampsandthesurroundingenvironments;(b)Otherciviliansandchildrenwhocannotreachtherefugeecamp;3.Claimstheroyaltyandwell-developedideologyoftheforces;4.UrgesmemberstatestocooperatewiththeresolutionmadebytheUNSC,andexecuteimmediately;5.RecommendstheUNSCtotakechargeofthefinancialsupportforthemilitaryoperation;PARTIV:THERESOLUTIONFORCHILDRENSOLDIERS:1.Condemnspartieswhorecruitedchildrenassoldiers;2.Urgesbothsidesoftheconflict(GovernmentofSyriaandInsurgency)toexecuteaceasefireandnegotiatepeacefully;3.CallsonInternationalSocietytogivefinancialsupporttoSyriatohelp:(a)Recoverthedomesticeducationsystem;(b)Helpchildrenandthecivilizationgetbacktonormallifeinordertokeepthemfrombeingrecruitedintothearmy;4.Recommendsgivingoutrelevantmanualswithcontentsofdamagebroughtbythewar;PARTV:THEPHYSICALTREATMENT:1.Recommendssendingmedicalcorpstohelpsavethechildrenwhoareinjuredinthewar;2.CallsontheWHOandotherorganizationstosendmedicinetoSyriainordertopreventpeoplefrombeinginfectedbyepidemics;3.Requestsestablishingacommissiontosupervisetheusageofmedicalaids;4.Urgesformingamedicalsubsidecouncil;5.CallsonUNICEFtosendbothpsychologistsandfinancialaidstoSyriaandhelpthechildrengetoutoftheshadowbroughtbythewar;PartVI:THERESPONSIBILITIESOFGLOBALORGANIZATIONS:1.CallsonextendthecurrentpowerofIndependentInternationalCommissionofInquirytoassesscrimeactionstargetingchildren;2.CallsonestablishingspecialInternationalcourttoinvestigateviolationsandabusescommittedagainstchildrenaccordingtothepreviouscommissionanddemandsallpartiescomplywiththeirobligationsundertheInternationalLaws.3.Callsonthenon-governmentalorganizationstocooperateundertheresolutionofHRCandgiveallkindsofsupports.4.Callsontheneighborstatestoopentheirborderinaplannedwayandletthechildrentopasstheborderintosaferareaswithoutcomplicatedprocedures.
