摘要自2014年9月10日，我国国务院总理李克强在天津召开的夏季达沃斯论坛开幕会上，首次提出责任清单这一个概念后，我国各省市纷纷开始制定责任清单，截止到现在已经有很多省市都开始推行责任清单制度。本文立足于我国现今改革的实际情况，对相关文献进行了梳理和学习，以责任清单制度为基本点出发，对近几年责任清单制度的运行情况进行了探索。本文以秦皇岛市邮政管理局的责任清单制度运行机制出发，在研究过程中发现这种制度存在的问题，继而与其他地区或部门已完成的责任清单相比较，并且综合实际和理论研究提出与上文所总结出的问题相对应的可采取的解决方案。总体来说，本文主要是从责任清单制度的内涵与意义出发，介绍责任清单制度的概念和责任清单制度的法理依据等问题；进而对河北省秦皇岛市邮政管理局进行概括性介绍后更多是以秦皇岛市邮政管理局责任清单制度的设计情况及取得的成效等问题进行阐述；接下来就是对于秦皇岛市邮政管理局公布的责任清单，在其运行中出现的问题进行梳理；在最后结合其他省市的责任清单制度提出与上一节所总结出来的问题所对应的完善对策。本文的主要观点就是：现如今，在我国的改革过程中责任清单制度的推行与完善是必不可少的一个环节，所以我们应当也必须要正确的认识推行责任清单制度的意义，也要深刻的认识到责任清单制度现今的不足之处，继而结合对理论与实践的学习不断的完善它，使其发挥真正的有效作用，为我国的改革道路增砖加瓦。关键词：秦皇岛市邮政管理局；责任清单制度；依法治国；改革开放AbstractSinceSeptember10,2014,attheopeningmeetingofthesummerDavosforumheldinTian激nbythepremieroftheStateCouncilofChina,thefirstconceptofthelistofresponsibilitieshasbeenproposedforthefirsttimeinTian激n.AllprovincesandcitiesinChinahavebeguntoformulatealistofresponsibilities.Bynow,manyprovincesandcitieshavebeguntocarryouttheresponsibilitylistsystem.BasedontheactualsituationofthecurrentreforminChina,thispapercombsandstudiestherelatedliterature,andtakesthesystemofresponsibilitylistasthebasicpoint,andexplorestheoperationofthesystemofresponsibilitylistinrecentyears.BasedontheoperationmechanismoftheresponsibilitylistsystemofQinhuangdaopostadministration,thispaperfindsouttheproblemsofthissysteminthecourseofthestudy,thencomparesitwiththelistofresponsibilitiesthathavebeencompletedinotherregionsordepartments,andputsforwardacomprehensivepracticalandtheoreticalstudytosolvetheproblemsthatcorrespondtotheproblemssummedupinthepreviousplan.Ingeneral,thisismainlyfromtheconnotationandsignificanceoftheresponsibilitylistsystem,introducingtheconceptoftheresponsibilitylistsystemandthelegalbasisoftheresponsibilitylistsystem,andthenthegeneralintroductionoftheQinhuangdaopostadministrationinHebeiprovinceismorebasedonthecompilationoftheresponsibilitylistsystemoftheQinhuangdaopostAdministrationBureau.Thesituationandtheresultsoftheachievementsareexpounded;thefollowingisthelistofresponsibilitiespublishedbytheQinhuangdaopostadministrationbureau,combingtheproblemsinitsoperation,andputtingforwardtheperfectcountermeasurescorrespondingtotheproblemssummedupinthelastsectionwiththeresponsibilitylistsystemofotherprovincesandcities.Themainpointsofthisare:now,intheprocessofreform,theimplementationandimprovementoftheresponsibilitylistsystemisanessentiallink,soweshouldalsohavetocorrectlyunderstandthesignificanceoftheimplementationoftheresponsibilitylistsystem,andalsohaveaprofoundunderstandingoftheshortcomingsofthecurrentresponsibilitylistsystem,andthencombineit.WeshouldconstantlyimprovethetheoryandpracticetomakeitplayarealandeffectiveroleandaddbricksandtilestoChina'sreformpath.Ke...
