中国加入WTO后的产业保护和产业安全研究及对策［摘要］文章以产业保护和产业安全为核心范畴进行理论构建。阐述了产业保护、产业安全的含义及其关系。产业保护和产业安全是针对同-•个课题的两个从不同角度进行解释的密切和关的核心概念。对它们的关系可以做这样的简要描述，保护是手段，安全是H的。保护应该是积极态度为出发点和积极效果为归宿的积极保护，因而，这样的保护也才能使实现的产业安全成为健康和发展的动态安全。提出了屮国加入WTO对我国产业保护和产业安全的挑战，并指出它们是确保国家产业安全的重要因索。分析和探讨了屮国产业保护和产业安全的对策问题，提出了三大总对策：转变经济增长方式、培育和发展主导产业、加强立法工作；并对我国农业、金融业、高科技产业三大产业的保护和安全分别进行了对策分析。屮国的对外开放以及屮国融入国际经贸全球化大潮的进程都将步入一个有着质的飞跃的新阶段。在对屮国未來充满美好憧憬的同时，更要深刻、长远和全而地思考新世纪屮国产业发展的理论与对策。显然,加强产业保护和产业安全理论研究和对策分析成为重屮Z重。经济全球化和我国加入WTO后的形势，趋利避害，维护国家产业安全，我们要重视和研究产业保护和产业安全问题。只有对产业保护和产业安全保持高度的警戒，认真研究有关对策并付诸实施，才能防患于未然，从而把屮国经济H前平稳快速增长的势头长期保持下去。［关键词］产业安全产业保护金融业高科技产业---本文于网络，仅供参考，勿照抄，如有侵权请联系删除---TheindustryprotectionandindustrialsafetystudyandCountermeasuresafterChina5saccessiontotheWTO[Abstract]Thisarticalhasviewedtheindustryprotectionandindustrialsecurityasthecoreareasoftheoreticalconstruct,onthediscriptionofthemeaningandrelationsoftheindustryprotectionandindustrialsafety.Industryprotectionandindustrialsafetyarecloselyrelatedcoreconcept,whichexplainonetopicfromtwodifferentaspects.Therelationshipbetweenthemcoulddosuchabriefdescription,isameansofprotection,safetyisthegoal.Protectionshouldbethesimplyviewedas:protectionisthemeans,safetyisthegoal;industryprotectionshouldbestartingwiththepositiveattitudeandendingwithpositiveresults.Thus,protectinginthiswaywillweachievetheindustrysafety,whichwillbecomeahealthanddevelopingdynamicsafety.IthasalsopresentedthechallengesonChina/sindustrialprotectionandindustrialsafetyafterChina5saccessiontotheWTO.Thesechallenges,whichcanensurenationalindustrialsafety,arethecriticalfactors.IthasalsoanalizedandpresentedthemeasuresoftheChineseindustryprotectionandindustrialsafetyproblems,andproposedthreemeasures:transformingthemodeofeconomicgrowth,fosteringanddevelopingleadingindustries,andstrengtheningthelegislativework.IthasalsoanalizedandpresentedthemeasuresoftheprotectionandsafetyofChina/sagriculture,finance,andhigh一techindustriesthethreemajorindustries.China，sopeningtotheoutsideworldandChina?sintegrationintotheinternatioiialtideofeconomicglobalizationwhichhasentereclaprocess,willhaveaqualitativeleapinthenewstage.WhenhopingthefutureofChinaforabettervision,atthesametimeweshouldconsidertheindustrialdevelopmentofChina"stheoryandcountermeasuresdeeplyfurtherlyandcomletelythroughthenewcentury.Obviosly,focusingontheindustrialprotectionandindustrialsafetymeasurestheoreticalstudyandanalysisisofatoppriority.UnderthecircumstanceofEconomicglobalizationandChina"saccessiontotheWTO,weshouldmakebestuseoftheadvantageandavoidthelossofthedisadvantage,keepnationalindustTysafety.Wealsomustattachimportenicetotheissuesofindustyprotectionandindustrial---本文于网络，仅供参考，勿照抄，如有侵权请联系删除---safety.On...
